Design and Operating Effectiveness
Two phases of control testing. Design effectiveness tests whether controls, if properly operated, can mitigate risks. Operating effectiveness tests whether controls actually function as intended in practice through observation, document inspection, re-performance, or inquiry. Both are required for strong audit conclusions.
